If you want to set up ELS lights, take a look at the ELS documentation. I haven't made any tutorial for lights yet, but you can probably find some on YouTube or lcpdfr.com.

Development parts can't be set up for non-ELS or ELS in advance, as the specific setup is always up to the author of a car. However, the current unmodified emissives can cause clipping with non-ELS, this will be fixed in the upcoming update.

Yes, the CN SignalMaster is used by the LAPD in their unmarked cars and the marked FPIUs.
