Development parts can't be set up for non-ELS or ELS in advance, as the specific setup is always up to the author of a car. However, the current unmodified emissives can cause clipping with non-ELS, this will be fixed in the upcoming update.

Yes, the CN SignalMaster is used by the LAPD in their unmarked cars and the marked FPIUs.
