As per our GTA V Development Resources Guidelines, all released development parts must follow basic quality standards for GTA V. Unfortunately, your model currently isn't a state that allows using it in-game without further edits. As already mentioned above, your model does not have proper normals. In addition, it is incredibly high poly for such a small part.
Also, unrelated to modeling: Texture resolutions for GTA must be a power of 2 and it is recommended that textures are square (for example 256px * 256px or 1024px * 1024px). Rectangular textures are also possible, as long as both the width and height are a power of 2 (for example 256px * 512px).
