It could also just be to tag the car, it might not actually charge the agency. More reliable to have the same until everyone else does, then try to get the cameras to figure out what a police car is different from regular cars.
But I don't work for any NY agencies, so I can't say for certain haha

Will an unlocked model be available for this? Older cars are really nice and this model looks amazing!

Are you talking GTA ready or regular 3D models? If your talking regular 3D models I would stay far away from Hum3D. The prices might look good at first but then you have to release that they don't actually include an interior and for them to get you one it's an extra 900... Fucking crazy lmfao. But Turbosquid and and CG Trader are pretty good
