Problem with editing popcycle/gangs in GTA V

    Years ago I used to have GTA SA on PC, and I would edit the popcycle.dat folder to make gangs appear in any part of the map (before discovering the cheat menu). I tried to do this in GTA V and it doesn't work the same, for example if I were to replace the peds in Mirror Park with MBG members, the MBG's would act as the peds do; walking around with coffee, snacks, and not even in groups as a gang. Is there another folder I have to edit for their behavior? I've looked everywhere for answers for the past few months.
