So, I uploaded a mod onto LSPDFR and it was only FiveM Ready, someone asked me to make it a dlc.rpf. So can the downloader do it or does it have to be the developer?

Just tell them to download it with LML, this is under the download button on LSPDFR, if they can't, just tell them to put the resource folder into LML manually. I am sure you could also find a quick video on it. If the lights don't work in game just tell them to edit the vehicle audio to be a police vehicle.
